In 2003, the House of Bishops asked then-Primate Michael Peers to appoint a task force to consider possible models of alternative episcopal oversight. According to its terms of reference, the goal of the task force was “to consult with metropolitans, bishops, pertinent clergy and lay leaders in order to identify the range of possible circumstances in which alternative/adequate episcopal oversight might be called for.”
